we found a very affectionate male cat possibly unneutered who we can't
let in the house because we have 5 cats of our own. He does have one
problem though. It appears in his frustration at not getting enough
affection he will occasionally bite. If I hand him over to Animal
Services I effectively sign his death warrant. I don't really want to do
that.

Sometimes strays will bite when they fear you are abandoning them again but that behaviour will drop out once they are in a home, once they know you aren't abandoning them. Why not get this boy neutered (that will calm him down too) and take him in. Give him a room of his own away from your cats. Then you can see if he will fit in or look for a home of his own but at least he will be inside, fixed and start to settle. (I have many more than 5 cats--all rescues.)
